ANTI CORRUPTION
Now a days corruption has become almost a universal and world phenomenon particularly in the developing countries,corruption has penetrated even in their bloods.It is in fact a universal problem,having existed in all areas,places,and ages.It has clung to mankind like an incurable disease.In the scenario of its general prevalence .Scholars have played their specific role to eradicate this absurdity and have devoted a good deal of thought and attention to this male practice.The strong and actual reason for this corruption is a desire and lust to become rich by all means, by hook or by crook.In the present age in a free and competitive society ,investment of capital can produce only reasonable return in the long run.But corruption or acceptance of bribes promises a rapid change in financial condition which is apparently an attractive stimulate. Now the evil has spread to almost every department of government and semi government department even courts of justice and education are no exceptions in the developing countries like India ,Pakistan,Bangladesh etc and countries like USA,Germany France those are developed countries having better condition.
It is irrefutable fact that disappointment and discontent among the community is the result of corruption .It has adverse and negative effect on society as well as on government so the machinery of government gets rusted and stops to work in the intended and required manner.Corruption alleviate the value and respect for law and sense of allegiance and sincerity to the government.In a society governed by corrupt officials,the whole system of moral,ethical and religion values is impaired and destroyed and it abolished distinction between right and wrong.Revolution and military take over become very common and frequent.The student of history are well familiar that one of the major causes of the down fall of nation has been corruption.According the famous writer of history Gibben, In his famous book ''the decline and fall of the Roman Empire'' has stated that'' as long as there was even two percent honest men in the Roman administration,the empire lingered on''.
The reasons and factors that cause and contribute to the prevalence of corruption vary from country to country due to their specific internal situation and domestic condition .Major factors that are frequent and common to most countries including Pakistan are as given below
(1) Over all economic condition of the country has very deep effect ,if it is poor every one tries to feather his nest
(2) General pay,wages,salary,allowances and remuneration of public functionaries are low,and they are tempted to accept bribes
(3) Moreover price level and the standard of living compel the public to adopt unfair means and they try to search short cut to become rich.
(4) Status matter, social condition and cultural customs demand lavish expenditure
(5) Absence of strong opinion against corruption is also pivoting point and common people do not hesitate to accept bribe,ultimately this lapse and absurdity becomes common practice gradually .This situation indicates the dangerous condition of society.
(6) government law confer high authority on the public servants ,vast power and discretion, they make the best use of this opportunity in negative sense and they take undue advantage of that.
(7) Strong and strict measures should be taken against defaulters but unfortunately there is no adequate means to eliminate corruption or to bring the offender to book.

To eradicate corruption a complete induction of new educated political,social,and economic system is compulsory.No change or revision of pay scales,however liberal can alleviate corruption.The reason is visible that the wealth targets aimed at the corrupt officials are at peak.Similarly a mere change in government is not sufficient and it is quite ineffective .The new government has to bold steps and rely on permanent services for its daily routine administration.Unless the vital factors or the motive or inducement for corruption is removed ,corruption will not be controlled .Four steps are of very important to inculcate to abolish the corruption ,they are
First Full authority and wide discretionary powers should be taken away from individual officials.Secondly anti corruption department should be made more effective and should be empowered strongly and effectively.Thirdly the minds of the people should be changed by the prevalence of moral values like motivation and by delivering lectures on regular basis .Lastly strict disciplinary action should be taken against defaulters.
Corruption always leads to destruction and Honesty is the surest way to success.The day at last comes when the corrupt man repents bitterly through out his life in sorrow and suffering.But no man ever needs to repent of having been honest.Even when the honest man fails through lacking other qualities such as energy ,economy or system,his failure is not the matter of great concern or grievous thing, it is to the corrupt man.He can always enjoy and rejoice in the fact that he has never defrauded a fellow being.Even in his darkest hour he finds response in a clear conscience .Corrupt men imagine that corruption is a short cut to the progress and prosperity.This is why they practice it frequently.The corrupt man is morally short sighted due to indulging in corruption.He is like the drunkard who sees the immediate temporary enjoyment and pleasure of his addiction,but not the ultimate degradation.He sees the immediate effect of a corruption a larger profit-but not its ultimate out come.He does not see that an accumulated number of such acts must inevitably undermine his character and destroys his business.
